The draft new Vaughan Official Plan 2025 will be presented at the June 4, 2025 Public Meeting
As we continue planning for the long-term growth of Vaughan, the draft new Vaughan Official Plan 2025, including the new Vaughan Metropolitan Centre Secondary Plan and Weston 7 Secondary Plan, will be presented at the Wednesday, June 4, 2025 Committee of the Whole (Public Meeting), which begins at 6 p.m. at Vaughan City Hall.

Public feedback has played an important role in shaping the draft new Vaughan Official Plan 2025. Now, you are invited to attend this Public Meeting to share any comments before the draft new Vaughan Official Plan 2025 is proposed for adoption at a future Council meeting. No decisions will be made during the June 4 Public Meeting.

Draft new Vaughan Official Plan 2025
An official plan is a land use planning policy document that guides a municipality’s growth and development. The draft new Vaughan Official Plan 2025 is proposed to replace the existing Vaughan Official Plan 2010 to better meet the needs of current and future residents, workers and visitors.
Once adopted by Vaughan Council and approved by the Province of Ontario, the new Vaughan Official Plan 2025 will:
provide more housing and housing options.
be consistent with new provincial policies, plans and growth targets for people and jobs.
direct density and protection of employment, environmental and agricultural areas and more to the year 2051.

Draft new VMC Secondary Plan
A secondary plan defines the elements needed for successful development, including new roads and active transportation routes, open spaces, parks and policies to establish land uses and key infrastructure requirements in a city. While the current VMC Secondary Plan provides a strong framework for growth and land use, a new one is needed to reflect new provincial policies, ensure the existing planning framework is still relevant and make other improvements.
Once approved and adopted as part of the new Vaughan Official Plan 2025, the new VMC Secondary Plan will support the city’s downtown evolution into a complete community. Learn more at vaughan.ca/VMCPlan.
Draft new Weston 7 Secondary Plan
The draft new Weston 7 Secondary Plan provides a planning policy framework to guide growth and development and outlines preferred land uses that incorporate a mix of housing options, retail and commercial uses, community services, parkland and open space, in the Weston Road and Highway 7 (Weston 7) area. The approximately 123-hectare study area is bounded by Fieldstone Drive, Chrislea Road and Portage Parkway to the north; the Highway 400 corridor to the east; the Highway 407 corridor, Rowntree Dairy Road and Trowers Road to the south; and Ansley Grove Road and Whitmore Road to the west.
Once approved and adopted, the new Weston 7 Secondary Plan will guide the transformation of the area into a complete, vibrant and active community. It will be a distinct urban destination with a variety of commercial, cultural and entertainment amenities, and parks and open space, supported by housing, jobs and community facilities.
This final draft plan was also heavily influenced by you. Your feedback at multiple Open Houses, information sessions and more have helped inform the plan’s direction. To learn more, visit vaughan.ca/Weston7.
Here’s how you can get involved in the June 4 Committee of the Whole (Public Meeting)
Public consultation remains a vital part of the planning and city-building process. There are many ways you can participate in the upcoming Public Meeting and have your say, including:
- Speaking in person: attend the meeting in person at Vaughan City Hall (2141 Major Mackenzie Dr.) to speak to Members of Council. Pre-register by completing the online Request to Speak form or calling Service Vaughan at 905-832-2281 by noon on the business day before the meeting.
- Joining virtually: speak live via teleconference to the Mayor and Members of Council during the meeting. To pre-register to speak at the meeting, fill out the online Request to Speak form by noon on the business day before the meeting for an item listed on the agenda. You will be provided instructions on how to connect to the meeting. A test meeting will also be held before the meeting to allow you to assess your connection and software. You can connect through your computer, smartphone or tablet.
- Calling in: speak live from a telephone (regular landline or cellphone) during the meeting. To pre-register to speak via telephone, contact the Office of the City Clerk at clerks@vaughan.ca or call Service Vaughan at 905-832-2281.
- Emailing: submit a written communication for review by Members of Council as part of an agenda item. All written communications can be emailed to the Office of the City Clerk at clerks@vaughan.ca. The deadline for submitting written communications is noon on the last business day before the scheduled meeting date.
