VMC Transportation Master Plan & Class Environmental Assessment for Extensions of Millway Avenue and Interchange Way

The City of Vaughan is undertaking a VMC Transportation Master Plan to help guide and manage transportation in the city’s new downtown core. 

This updated plan will identify transportation needs, provide a strategy for street connectivity and accessibility, and support various ways to get around, such as walking, biking, public transit and ridesharing, through to 2051. 

 

The master plan will confirm community transportation needs and support a strategy that focuses on street connectivity, accessibility and support for pedestrians, cyclists, transit users and vehicles into 2051. The VMC has been identified as an urban growth centre in the provincial growth plan, A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). This plan is the driver for improved land use and infrastructure planning efforts to date and continues to be the basis for the VMC growth strategy.

Schedule ‘C’ Municipal Class Environmental Assessment Studies for the Extensions of Interchange Way and Millway Avenue

In addition to the Vaughan Metropolitan Centre (VMC) Transportation Master Plan Update, two Schedule ‘C’ Municipal Class Environmental Assessment (MCEA) Studies for the extensions of Millway Avenue and Interchange Way have been carried out:

  • Millway Avenue, from Highway 7 to Interchange Way (east-west)
  • Interchange Way, from Commerce Street to Creditstone Road

 

This MCEA process followed the planning and design process for Schedule ‘C’ projects as described in the MCEA Document (October 2000 as amended in 2007, 2011, 2015, and 2023), which is an approved process under the Ontario Environmental Assessment Act.

 

The proposed extensions of Millway Avenue and Interchange Way were the last two significant missing road segments in the completion of the major collector road network within the VMC. The need for the extensions of these roadways was already established in the original VMC Transportation Master Plan in 2012 and the timing of it is being reconfirmed through the TMP update that is currently being undertaken.

 

The studies have followed the Class Environmental Assessment process to confirm needs, evaluate alternative designs and select a preferred design, examine impacts on the surrounding environment and identify measures to mitigate those impacts. We have completed the studies and two Environmental Study Reports, which document the decision-making process are available for a 30-day public review.

Public Information Centre #1

The purpose of the Public Information Centre (PIC) #1 was to:

  • Outline the City of Vaughan EA study purpose, study area, challenges and opportunities statement;
  • Outline the Municipal Class EA process and study timeline;
  • Outline the existing conditions – transportation (Future (2051) Population and employment)
  • Provide an overview of Environmental Studies and preliminary alternative concepts for Interchange Way and Millway Avenue;
  • Provide to the public and to stakeholders the opportunity to share information; and,
  • Collect feedback on the presented materials. 

 

The PIC #1 was held as a drop-in style open house format in the Vaughan Studios & Event Space located in Vaughan, Ontario.

Public Information Centre #2

The purpose of the Public Information Centre (PIC) #2 was to:

  • Outline and review of overall study purpose
  • Outline and overview the PIC #1;
  • Outline the existing natural environmental conditions;
  • Review the evaluation criteria and methodology for the alternative designs for Interchange Way and Millway Avenue;
  • Present the alternative designs and outline the summary of evaluation of alternative designs;
  • Present the Preferred Alternative for Interchange Way and Millway Avenue;
  • Provide the public and the stakeholders the opportunity to comment on the preferred alternative and share information; and
  • Collect feedback on the presented materials. 

 

The PIC #2 was held as a drop-in style open house format in the Vaughan Studios & Event Space located in Vaughan, Ontario.
