Concord GO Centre Secondary Plan Update

The City of Vaughan is advancing the update of the Concord GO Centre Secondary Plan. The existing Concord GO Centre Secondary Plan was approved in 2012 and provides guidance for intensification and transit-oriented development up to 2031 in the Concord area. The Secondary Plan needs to be updated to take into account recent provincial policy changes, Vaughan’s new Official Plan, 2025 and also to align the Plan with other on-going infrastructure plans and studies. A secondary plan is a planning document that establishes a more detailed policy context and implementation framework for the growth and development of a study area. 

 

The Concord GO Centre Secondary Plan, Transportation Master Plan and Storm Drainage Master Plan will support a potential GO Station in the Concord area, north of Highway 7 and east of Bowes Road. A GO Station in this location would provide transit options for Vaughan residents, visitors and businesses by connecting GO Transit in this location to York Region’s existing Viva Bus Rapid Transit along Highway 7 and municipalities along the GO Barrie Line.

The Concord GO Centre Secondary Plan review will update the land-use planning policy framework to support the development of a complete community around a potential GO Station in the study area. 

 

The land use policy framework will be updated to be consistent with the 2024 PPS and have regard to matters of Provincial interest under Section 2 of the Planning Act. In addition, the Concord GO Centre Secondary Plan review will address policy conformity with the Vaughan Official Plan (2025) anticipated to be approved by the Minister of Municipal Affairs and Housing.

 

To support the future growth potential for the Concord GO Centre Secondary Plan, the following studies are being undertaken by the Infrastructure Planning and Corporate Asset Management Department:

 

Concord Transportation Master Plan

A Transportation Master Plan will make recommendations for a multi-modal transportation network to develop a street network, integrate regional and local transit, and address connectivity while providing opportunities for active transportation to support the anticipated growth of the area and the Keele and Concord Major Transit Station Areas (MTSA). Concord Storm Drainage Master Plan

A Storm Drainage Master Plan will be undertaken to update flood mapping for the subwatershed drainage through the main Concord GO Centre Area. The Study Area includes the Concord GO Centre Secondary Plan Area, the Major Transit Station Area and additional contributing drainage areas. The Master Plan will recommend preferred alternative projects that reduce or eliminate existing and future flooding in consideration of existing or future development and the future GO Train Station.
