Kirby Road Extension Environmental Assessment

The Kirby Road extension between Bathurst to Dufferin streets  is a strategic growth-related transportation infrastructure project that, together with Kirby Road Widening, forms part of broader Kirby Road improvements in the City’s planned street network as identified in the Transportation Master Plan – A New Path, 2012 the North Vaughan and New Communities Transportation Master Plan 2019 and the City of Vaughan Official Plan 2010.

The project has been approved and conducted as a Schedule ‘C’ Municipal Road Project in accordance with the Municipal Engineers Association Municipal Class Environmental Assessment, October 2000, as amended (Environmental Assessment Act). The project can now proceed to the next phases for detailed design and construction anticipated to start by 2022.

Following City of Vaughan Council authorization in June 2019, Rizmi Holdings Ltd. and the City of Vaughan, as co-proponents, issued Notice of Study Completion, Sept. 19, 2019  (PDF) and filed the Environmental Study Report for the review period ending Oct. 18, 2019.

The Environmental Study Report (PDF) and appendices below document the study process, consultation and identifies the preliminary preferred design for a new, urban, multi-modal arterial road extension between Bathurst and Dufferin streets.
