VMC Secondary Plan

The Vaughan Metropolitan Centre (VMC), bounded by Highway 407 to the south, Highway 400 to the west, Portage Parkway to the north and Creditstone and Maplecrete roads to the east, is evolving. As Vaughan's emerging downtown core, the area is poised to be the city's financial, innovation and cultural hub, with a vibrant sense of places linked by a network of parks, public squares and open spaces.

What is the VMC Secondary Plan?

The current VMC Secondary Plan (PDF), approved in 2010, provides a strong vision and policy foundation for the area and has helped guide its development. However, the VMC has seen rapid growth since then, which is why a new plan is needed. 

 

Get involved

Public consultation has been a vital part of creating the VMC Secondary Plan and has evolved over several phases. The project is currently in phase 5, which involves the development of a new final VMC Secondary Plan. 

 

On October 28, 2025, Council adopted the new VMC Secondary Plan 2025 as part of Volume 2 of the Vaughan Official Plan 2025. The proposed new Vaughan Official Plan 2025 can be found on the project webpage.

 

The Council-adopted new VMC Secondary Plan 2025 has been submitted to the Minister of Municipal Affairs and Housing for approval as part of Volume 2 of the adopted Vaughan Official Plan 2025. The proposal notice was posted by the Ministry of Municipal Affairs and Housing to the Environmental Registry of Ontario on December 18, 2025, and the comment period is open from December 18, 2025, to February 1, 2026. The Statutory Public Meeting for the VMC Secondary Plan was held on Wednesday, June 4, 2025. The report can be found here (PDF) on the City's website. Comments received have been reviewed and considered in preparation for the final draft of the VMC Secondary Plan, which was presented to Council on September 30th, 2025.
