PLANNING APPLICATION SUBMISSION DURING THE COVID 19 PANDEMIC
 
The City of Vaughan has developed a process that will allow us to receive and process planning development applications while the City of Vaughan office remains closed during this unprecedented COVID-19 pandemic. Please refer to the following application in-take process:
 
1.      Ensure that you have gone through the PAC process and a PAC Agreement (if applicable) has been entered into and submitted prior to the Development Planning Applications being submitted.
 
2.      Electronic application submissions are being received and can be forwarded to our Planning Technician directly: Michael Torres at Michael.Torres@vaughan.ca.  Identify how the electronic submission is to be submitted: USB; FTP site; Dropbox; or OneDrive site. Cheques associated with applications are to be mailed in. A copy of the scanned cheque and the Planner’s email verifying the fee is to be included in the electronic submission.
 
3.      All paper submissions (hard copies) associated with the electronic application are also required. If hard copies are not available at the time of the application submission, they shall be submitted as soon as possible, following these steps to reduce transmission:
 
     a)   Applicant will advise the Planning Technician that they will be          submitting the paper submissions for an application to City Hall (date/time specifically)
 
     b)   Applicant will ensure prior to submission of the cheque, the amount is correct in consultation with a planner
 
     c)   Applicant will ensure that GIS has provided sign-off on the format of the digital drawings prior to submission
 
     d)  Applicant will deliver the required submission requirements along    with the cheque and will drop off the package at the City Hall Security desk. These packages shall be labelled to the attention of the Development Planning Department.

The Development Planning Department is responsible for the planning and general design of the City through the land use planning process.  Land use planning enables the City to establish goals and objectives for growth and development.  This is accomplished having regard for important social issues, environmental and economic considerations which provide for sustainable and healthy communities.  Through this process, the interests and objectives of individual property owners are balanced with the greater interests and objectives of the City.
 
The Development Planning staff provides professional planning advice and information with respect to current land use issues and undertakes the review and processing of a variety of development applications, Official Plan, Zoning, Subdivision, Condominium, Part Lot Control and Site Plans submitted to the municipality. Development Planning staff are available to provide consultative assistance to the public and the development industry on planning-related issues, processing of development applications and the planning legislative process.
 
The Development Planning Department actively encourages citizen participation. Public comment is solicited on planning applications as well as policy changes to the Official Plan. Citizen participation is encouraged as a vital part of the planning process in the City of Vaughan and is essential to good planning.
 
COMMITTEE OF ADJUSTMENT
 
The Development Planning Staff provide comments to the Committee of Adjustment on Minor Variance and Consent Applications circulated from the Clerk's Department. This involves analysis and evaluation of the applications leading to the preparation of reports to the Committee of Adjustment which includes recommendations for consideration and action by the Committee.
 
GIS MAPPING
 
The GIS Mapping Section of the Development Planning Department is responsible for coordinating, administering and overseeing the development, implementation, maintenance and operation of the Department's Geographic Information System (GIS); PLANit; and Computer Aided Drafting (CAD) including the distribution of spatial databases such as Official Plan, Zoning and parcel fabric; municipal addressing; and document management.
 
URBAN DESIGN AND CULTURAL HERITAGE
 
Building a great city means bringing together people and coordinating the various components that create the everyday urban fabric. These components consist of the buildings in which we live and work, public spaces in which we gather, move and enjoy, infrastructure, and the environment. Our cultural heritage and cultural landscapes are a legacy that make our city a richer place to live and visit.
Urban Design and Cultural Heritage staff collaborate to build Vaughan as a great city for this generation and future generations, including a remarkable public realm, contributing built form, and sustainable development and infrastructure.
