Building on and investing in employees is the cornerstone of a Service Excellence culture. The City of Vaughan strives to find innovative ways to engage employees in continuous learning and build knowledge, skills and abilities for the entire workforce.

There are many learning and development programs available to all City employees categorized into seven series. With nearly 100 learning and organizational development courses and programs in various formats (classroom learning, eLearning, simulations and coaching), there is something for every employee to grow.
Programs are offered in these seven series:

- Personal Effectiveness and Communication
- Power Hour (quick courses revisiting previous courses)
- Special Learning Events
- Team Development
- Technology, Systems and Processes
The City’s team of certified facilitators deliver a variety of proven programs to meet current employee needs including sessions on mental health and mindfulness, diversity and inclusion, verbal communication, accountability, individual personality assessments, team development, writing and presentation skills, City processes and methodologies, and more.
