Vaughan breaks ground on Black Creek Renewal Project to transform downtown VMC

The City of Vaughan is advancing flood protection in the Vaughan Metropolitan Centre (VMC) through the transformative Black Creek Renewal Project. This major infrastructure initiative is designed to strengthen flood resilience, restore and enhance the natural environment, and revitalize the heart of Vaughan’s downtown.

 

This week, the City marked the start of construction with a special event attended by Mayor Steven Del Duca, Members of Council, Todd McCarthy, Ontario’s Acting Minister of Infrastructure and other dignitaries. 

 

The project is budgeted at approximately $224 million, with a $35-million contribution from the Government of Ontario through the Municipal Housing Infrastructure Program’s Housing-Enabling Water Systems Fund (MHIP-HEWSF) and $23 million from the Federal government. The City’s contribution will be $166 million.   

 

The project is being delivered in three phases, wrapping up in 2031:

  • Phase 1: Construction of Edgeley Pond and Park, including streetscaping on Jane Street – currently underway and anticipated to be completed by the end of 2027.
  • Phase 2: Improvements to the culvert under Highway 7.
  • Phase 3: Black Creek waterway improvements, between Highway 7 and Highway 407.

 

The City’s proactive approach reflects its commitment to sustainable urban growth and climate resilience, ensuring Vaughan’s downtown continues to evolve as a vibrant, safe and connected community.
