Weston 7 Transportation Master Plan Project Updates

Study Overview

The City of Vaughan has completed a Transportation Master Plan for the Weston Road and Highway 7 Secondary Plan area (referred to as Weston 7). The Transportation Master Plan was undertaken at the same time as the Weston 7 Secondary Plan, to support the long-term vision of transforming this auto-oriented area into a distinct, mixed-use urban community, with housing, employment, commercial and cultural destinations, that can support up to 26,000 people and jobs.

The study was conducted in accordance with the Master Plan Phases 1 and 2 of the Municipal Class Environmental Assessment process (MCEA, as amended), which provides municipalities with a framework for the planning, design and implementation of municipal infrastructure.

Study Process

The study formally began with a Notice of Study Commencement  on November 5, 2020. Key steps included:

Public Information Centre #1 – November 4, 2021

Public Information Centre #2 – June 21, 2023

 

Draft Findings to Council – The Draft TMP findings and recommendations were presented at Committee of the Whole (Working Session) on June 5, 2024, concurrently with an update on the Weston 7 Secondary Plan.

 

Public Open Houses – Hosted jointly with the Weston 7 Secondary Plan to provide updates and gather input. Details and materials are available on the Planning website.

 

Council Update – Draft TMP recommendations were presented to Council at Committee of the Whole (Working Session) on June 4, 2025, providing a comprehensive overview of the preferred transportation plan, supporting analysis, and implementation strategy.

 

Key Recommendations

The TMP proposes a multi-modal network to support the Secondary Plan, including:

  • Sidewalks and cycling facilities on both sides of all streets.
  • A connected grid network with new streets and grade-separated crossings of Highway 7, Weston Road, and Highway 400.
  • A local transit circulator connecting to the Vaughan Metropolitan Centre and Highway 407/Jane Street subway stations.
  • A future Colossus Drive Extension over Highway 400.
  • Policies to manage parking supply and encourage sustainable travel choices.
  • A Special Traffic Infiltration Study and Environmental Assessment in the northwest quadrant of Weston 7 to minimize impacts on the existing community.
  • A quadrant-based implementation framework requiring transportation improvements before or alongside new development.
