Mobility management, also known as traffic management, is a collection of activities, programs and technologies to improve the safety, efficiency and effectiveness of transportation systems.

The MoveSmart Mobility Management Strategy is a document that outlines recommendations and programs that form and direct the City of Vaughan’s vision to provide a transportation system that is safe, efficient and sustainable. The strategy is a five-year capital and operational plan that allows the City to be proactive in managing the city’s street network. The strategy looks at the City’s current operations and policies in order to identify opportunities for efficiencies and enhance services for the next five years.

As one of Ontario’s fastest-growing municipalities with a population of about 335,000 people, Vaughan is forecast to reach 420,000 by 2031. Traffic management and transportation continue to be top priorities for Vaughan residents. As the city’s population grows, so does development and the number of daily trips. The MoveSmart Mobility Management Strategy will help to meet the existing and evolving needs of the community.

Answer

Regional roads in the city of Vaughan, including Rutherford Road, Jane Street and Major Mackenzie Drive are primarily the responsibility of York Region. Clark Avenue, Woodbridge Avenue, and Vellore Woods Boulevard are the responsibility of the City of Vaughan. The city’s transportation system is integrated with Regional systems and will be implemented in concert with these key stakeholders.

On March 19, 2019, Mayor Maurizio Bevilacqua and Members of Council approved the 2018-2022 Term of Council Service Excellence Strategic Plan. The plan includes a focus on nine strategic priorities: transportation and mobility; city building; environmental stewardship; active, safe and diverse communities; economic prosperity, investment and social capital; good governance; citizen experience; operational performance; and staff engagement. The MoveSmart Mobility Management Strategy aligns with and supports several of these focus areas.

The MoveSmart Mobility Management Strategy is founded on four main goal areas:

The four main programs of the strategy are:

 

Road Safety Program – to increase road safety and raise public awareness

  • To bring together key stakeholders to keep the city’s streets safer for all road users and help foster a road safety culture
  • To take a more proactive approach to road safety by using data and proven statistical procedures and identify additional road safety opportunities
     

Mobility Management Program – to improve efficiency through innovation and technology

  • To modernize the city’s traffic signals system, providing more efficient traffic flow and link to existing and future technologies
  • To ensure pedestrians, cyclists and vehicle traffic continue to move safely and efficiently through signalized intersections and pedestrian crossings using the existing road network
     

Traffic Data Management Program – to assure accuracy and availability of traffic data

  • To modernize traffic data management with up to date traffic data to form the core of the Strategy and support data-driven and evidence-based decision-making.
  • To have traffic data to allow for ongoing tracking of performance of the transportation system over time.
     

Sustainable Mobility Program – to support active and sustainable transportation

  • To support the development of additional active and sustainable transportation options and ensure that these options focus on the safety of all road users.
  • To support the expansion of the pedestrian and cycling network through consideration of the operations and maintenance services.

The MoveSmart Mobility Management Strategy was presented to Council in March 2021 and received endorsement. Staff now work to implement the strategy and achieve its projects and initiatives within the next five years (2022-2026). The strategy is intended to be a live document, reviewed, and updated every five years together with other transportation plans to ensure it remains relevant in addressing the city’s transportation needs and priorities.

As public engagement is vital to the development and success of this Strategy, the City encourages citizens to join the conversation. Two community meetings, eight pop-ups and a survey offered citizens an opportunity to provide input on the MoveSmart Mobility Management Strategy. Public consultation is now closed, thank you to those who participated. More than 1,700 people were engaged in the outreach program across all five wards. Feedback from the public was used to inform the development of the Strategy, including transportation priorities.
