  • A mobility hub study generally outlines how the mobility hub should look and fit within the existing community, while supporting future growth of the area.

  • Metrolinx, the Provincial agency responsible for the operation and maintenance of the Regional Transportation System in the Greater Golden Horseshoe, is the approval authority for new GO Stations. The Concord GO Station was subject to two unsuccessful business cases in 2016 and 2018.
  • The City is currently undertaking the appropriate studies to establish the land uses, densities, built form, transportation network and land needs to support a potential GO Station and related infrastructure.
  • The outcomes of these studies will be used as inputs to improve the Metrolinx business case with the intention of securing a future approval of a GO Station.

  • The potential for a Concord GO Station is identified in the York Region Official Plan (2009) and the Vaughan Official Plan (2010).
  • In its decision on OPA 8 (Concord GO Centre Secondary Plan), York Region directed the City to undertake the Mobility Hub Study to support a potential GO Station.
  • Securing a GO Station in the area of Highway 7 and Bowes Road will connect three modes of public transit – the existing Highway 7 Bus Rapid Transit, the approved 407 Transitway and GO Rail Service. Transit riders can choose to travel by GO Rail to downtown Toronto or exit the train at Highway 7 and use the existing Highway 7 Bus Rapid Transit to travel east-west through Vaughan and beyond.
  • The intersection of three rapid transit services makes this area a true mobility hub.

  • There is currently no specific timing for approval. However, under the Metrolinx market-driven approach to station procurement, a business case can be evaluated when new inputs are available.
  • Should the Concord GO Station be approved, the City anticipates long-term build out.
Answer
  • On March 5, 2021 the Province of Ontario approved a Minister’s Zoning Order (MZO) (Ontario Regulation 170/21) for lands in and around the Concord GO MHS.
  • The MZO generally provides zoning permissions for high density mixed-use development on the specified lands (see map).
  • The Concord GO MHS & TMP will recognize the approved MZO.
