Millway Avenue EA

The City of Vaughan has completed the Schedule ‘C’ Municipal Class Environmental Assessment Study for the extension of Millway Avenue from Highway 7 to Interchange Way.

The proposed extension of Millway Avenue is the last significant missing road segment in the completion of the major collector road network within the Vaughan Metropolitan Centre (VMC). The need for the extension of Millway Avenue was already established in the original VMC Transportation Master Plan (TMP) in 2012.

 

This Municipal Class Environmental Assessment (MCEA) process followed the planning and design process for Schedule ‘C’ projects as described in the MCEA Document (October 2000 as amended in 2007, 2011, 2015, and 2023), which is an approved process under the Ontario Environmental Assessment Act.

 

City of Vaughan has prepared an Environmental Study Report (ESR) for the extension of Millway Avenue documenting the planning, consultation efforts, decision-making process and the recommended plan. By this Notice, the ESR is being placed on the public record for a 30-day comment period in accordance with the MCEA, beginning July 24, 2025. In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e., requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g., require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester’s full name and contact information for the Ministry. 

 

Requests should specify what kind of order is being requested (request for conditions or for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts, and any information in support of the statements in the request. This will ensure the ministry is able to efficiently begin reviewing the request.
