Concord GO Centre Transportation Master Plan
The City of Vaughan is advancing the update of the Concord GO Centre Secondary Plan including land-use and transportation planning to support a complete community centered around a potential GO Station in the area of Highway 7 and Bowes Road. The Concord GO Centre Transportation Master Plan will make recommendations for a multi-modal transportation network to develop street and active transportation networks, integrate regional and local transit, and address connectivity to the surrounding existing and planned networks to support the anticipated growth of the Secondary Plan Area, and the Keele, Concord and Dufferin Protected Major Transit Station Areas (PMTSAs).
About the study
The Concord GO Centre TMP was initiated in 2019 where existing conditions and future opportunities were assessed, and a set of transportation network recommendations was developed. However, the study was paused in 2022 and since then several new development applications were received, some with Minister’s Zoning Orders (MZOs), and proposed road networks that differed from the TMP recommendations. The Concord GO Centre TMP is resuming with a larger study area to include the emerging development applications and their impact to the future transportation network recommendations.
The Concord GO Centre Transportation Master Plan will reconfirm Phase 1 of the Municipal Class Environmental Assessment (MCEA) process and develop a new set of recommendations and evaluation for Phase 2.
- Phase 1: Problem or Opportunity – in this phase, a TMP assesses the existing conditions for transportation infrastructure and policies, and determines what is needed to support the planned growth within the study area. This is summarized in a Problem and Opportunity Statement.
- Phase 2: Alternative Solutions – in this phase, a TMP develops a set of future multi-modal transportation network solutions (networks) for the movement of people and goods. This typically includes sidewalks, cycling facilities, transit, roads, and emerging modes such as micromobility. Following that, an evaluation framework is developed to assess future network solutions to select a Preferred Solution.
Both phases of the study will include consultation with regulatory agencies and the public. The finalized plan will be available for public review and information at the end of the study.
Study area
The study area is generally bounded by Rivermede Road, Keele Street and Highway 407.
