Teston Road Environmental Assessment
In September 2023, the City of Vaughan completed a Municipal Class Environmental Assessment Study for future improvements to Teston Road, between Pine Valley Drive and Kleinburg Summit Way. The study assessed the transportation needs for those who live in the area and travel through it, including safety and operational improvements for all modes of transportation, like walking, biking and driving.
Background
In the study area, Teston Road is presently a two-lane rural major arterial roadway with one lane in each direction. It has a posted speed limit of 60 kilometres per hour and is a municipally managed road under the jurisdiction of the City of Vaughan. East of Pine Valley Drive, Teston Road is under the jurisdiction of York Region.
York Region completed the Teston Road Environmental Assessment (EA) from Weston Road to Pine Valley Drive in 2016. This study included the jog elimination at the intersection of Teston Road and Pine Valley Drive, which extended 250 metres west of the intersection. The intersection design was not revisited as part of the City of Vaughan's EA, so the east limit is 250 metres west of the intersection.
Several safety and operational issues were identified within the study area, including:
- restricted visibility due to narrow, unpaved shoulders
- reduced visibility and hidden driveways due to road geometry, vegetation and trees
- pavement deterioration
- improper placement of guardrails that are too close to the road
- high number of speeding incidents and vehicular collisions
- lack of pedestrian and cycling spaces (with the exception of the section to be constructed by the Block developer)
- lack of signage and signage deficiencies
The Teston Road EA study reviewed:
- the above-noted operational and safety issues
- environmental impacts
- implications of existing and projected traffic and roadway capacity
- vehicular, pedestrian and cyclist operations and opportunities
- transit service and bus stops
- intersection operations
- existing and future opportunities for improvements and alternatives

Community engagement
To help the City understand the needs of the community and plan for the future, citizens were invited to join the conversation and have their say virtually, by participating in an online, self-guided Public Information Centre and survey to provide input on design options, key findings, issues, solutions and more.
Study Process
The Teston Road Environmental Assessment (EA) study assessed alternative improvements with consideration of impacts to transportation service and the natural, socio-economic and cultural environments. The study was completed in accordance with the planning and design process for Schedule ‘B’ projects, as outlined in the Municipal Engineers Association Municipal Class EA guidelines (October 2000, as amended in 2007, 2011 and 2015).
