Parkland Dedication
The City of Vaughan developed the Parkland Dedication Guideline Study to inform current practices for the acquisition of parkland and use of future funding from the payment-in-lieu of parkland through the development application approval process.
The guidelines informed the drafting of the Parkland Dedication By-law, assist the City in responding to the current and future needs of Vaughan's communities and provide a clear direction to address long-term parkland needs to meet provision levels recommended in Vaughan's 2018 Active Together Master Plan.
Since completion of the Parkland Dedication Guideline Study in February 2022 and the enactment of the Parkland Dedication By-Law 168-2022 in September 2022, several provincial legislation changes have come into effect which impact parkland dedication tools. However, the work completed through this will be inform the Greenspace Strategic Plan which is underway.
Public Consultation
The City of Vaughan values the voice of the public and is dedicated to having constructive dialogue with the community that is open, transparent, accessible and inclusive. Citizens and stakeholders were encouraged to participate in a survey to help the City understand the community’s needs for future parkland within Vaughan. Comments and feedback received from the survey will help inform the Parkland Dedication Guideline Document. The survey ran from to April 19 to May 3 2021 and is now closed. Thank you to those who participated. Findings of the survey are available in the study documents downloadable below.
Parkland Dedication Guideline
The Parkland Dedication Guideline Study and Appendices is available at the links below. The study was presented before Committee of the Whole (Working Session) on February 9, 2022. On February 15, 2022, Council approved the staff recommendation with amendments to develop the new Parkland Dedication By-Law based on considerations provided through the Study.

Parkland Dedication By-Law 168-2022 - June 28, 2022
The Council of the Corporation of the City of Vaughan passed the Parkland Dedication By-Law 168-2022, on the 28th day of June, 2022 under Section 42 of the Planning Ac, R.S.O.1990, c. P.13, as amended.
The last date for filing notice of appeal to the OLT in respect of By-law 168-2022 was 8th day of August, 2022.
