Transportation Demand Management Guideline

The City of Vaughan has developed a Transportation Demand Management (TDM) Guideline and Toolkit to act as a guiding tool for the developer community as they work through the submission and review process for TDM measures which are provided as part of development applications.

TDM Plans provide details at the site-specific level of measures that will encourage residents, visitors, or employees to travel sustainably and reduce the reliance on single-occupancy vehicle usage. The overall objective being to manage congestion, provide benefits to the environment, and improve quality of life.

Answer

The TDM Toolkit and Implementation Table are to be completed and provided with the submission of development applications. Instructions on completing the TDM Toolkit are contained within. Please download a copy of the TDM Toolkit spreadsheet in order to complete it. For detailed information on the TDM Toolkit, TDM process, and measures, please refer to the TDM Guideline Tool below. For applications that will require monitoring, please refer to the Travel Survey Form (determined in consultation with the City).

In addition to the City's TDM Guideline, the City of Vaughan also coordinates with the York Region Mobility Plan Guidelines to review and evaluate TDM Plans. Where a TDM Plan is required under both jurisdictions, the TDM Plan must comply with requirements from both the City's TDM Guideline and York Region Mobility Plan Guidelines. The TDM Checklist required by the York Region Mobility Plan Guidelines can replace the submission of the Implementation Table. The submission of the TDM Toolkit is required for all applications.
