Development Engineering

Development Engineering staff are responsible for the expeditious review, approval, and inspection and processing of municipal services for land development. This enables the City to establish goals and objectives for land development and adhere to them keeping in mind important social issues, environmental, traffic considerations which promote healthy communities.

In managing growth within the City, the department is faced with considerations of the potential social, economic, physical and environmental impacts that ultimately affect the livability of the City.

 

The expeditious review, approval, inspection and processing of municipal services for land development make up a portion of the City’s development engineering services. This enables the City to establish goals and objectives for land development and adhere to them, keeping in mind important social issues, environmental, traffic considerations which promote healthy communities.

 

 

 

Answer
  • Oversee construction and maintenance requirements for new development
  • Provide detailed site inspections for all municipal works constructed
  • Ensure municipal infrastructure is built, approved, inspected and meets city standards
  • Address residential drainage at a micro level as part of residential subdivision process and private residential construction
  • Review and approve site alteration work, lot grading/drainage and pool permit inspections 
  • Complete final lot grading certification inspection with subdivision consultant
  • Inspect and coordinate resolution of residential lot grading complaints and enquiries, prior to assumption
  • Recommend Completion Approval and Assumption with respect to lot grading and municipal service constructed as part of development project
  • Responsible for providing clearance for letters of credit release for infill lots, additions and pools

The Development Engineering Division is responsible for the review and approval of new municipal infrastructure (roads, sewers, watermain, sidewalks, streetlighting) related to development, and the review of the engineering aspects related to development applications including Official Plan Amendments, Zoning, Draft Plan of Subdivision, Site Plan and Committee of Adjustment.  
 
In conjunction with development applications, staff review engineering studies including municipal servicing feasibility reports, storm water management reports, geotechnical reports, and environmental noise assessments.   
 
The Development Engineering Division prepare and administer subdivision, development and servicing agreements, which are the legal documents that are used to implement the development of new subdivisions.
 
The Development Engineering Division also maintains the City’s engineering standards/criteria documents that are used to provide guidance to consulting engineers involved in designing new municipal infrastructure.

The mandate of the Development Transportation Engineering (DTE) division is to support the Development Engineering Department in ensuring that city-wide growth occurs in a responsible manner. Through the review of development applications, DTE aims to deliver a safe, efficient and sustainable transportation system for the City of Vaughan.

Development application review includes transportation impact studies, parking studies, transportation demand management (TDM) plans, access studies and other transportation-related studies that are submitted to the City in support of one of the following applications:

  • Official Plan Amendments
  • Block Plans
  • Draft Plans for Subdivision
  • Draft Plans for Condominium
  • Site Plans
  • Zoning Amendments
  • Committee of Adjustment
