The City of Vaughan is introducing you to some of the teams that work hard to support the residents and businesses that call this vibrant community home! Here’s everything to know about the City’s finance teams – the Financial Planning and Development Finance, and Financial Services departments.

These teams are within the Office of the Deputy City Manager of Corporate Services, City Treasurer and Chief Financial Officer. They work together to better position the entire corporation to deliver high-quality services to all of Vaughan.

How do they do this? Ever wonder how your property taxes are facilitated? Or what development charges are used for? Or how the City’s budgets are managed? The finance teams work behind the scenes to ensure funds are being invested in a way that benefits everyone who lives, visits and works in Vaughan.

They ensure we deliver on the City’s commitment to fiscal responsibility – which is how Vaughan continues to maintain one of the lowest tax rates in the GTA.

Learn more about each team below:

Financial Services

This team is dedicated to:

  • performing payroll services.
  • managing property tax billing and assessment for more than 116,000 residential, commercial and industrial property owners in Vaughan.
  • providing financial support to the City’s Environment Services department for water, wastewater and stormwater billing, and developing the rate-supported budget.
  • facilitating corporate accounting and financial reporting.
  • ensuring City staff and City suppliers are paid accurately, on time and in compliance with legislative requirements.

Financial Planning and Development Finance

This team provides financial planning, management, reporting and control services to ensure fiscal sustainability. This is achieved by:

  • performing analysis of revenues, costs and benefits of existing and new programs, services and capital projects, and identifying fiscal strategies to mitigate risks.
  • monitoring and reporting on spending, performance and compliance with corporate requirements.
  • providing advice to senior management and Council to support decisions and ensure departments achieve their financial objectives.
  • leading the development of multi-year tax-supported operating budgets, capital budgets and fiscal policies that guide best financial practices.
  • managing the City’s financial assets to ensure preservation of capital, liquidity and competitive returns.
  • collecting development charges, which are used to build new community centres, roadways, sewers and more.

So, whether you’re going to the library, driving to a community centre or enjoying a skating lesson, the roles our financial teams play greatly contribute to making your experience more enjoyable.
