How can we enhance resources available to Black-owned businesses?
The City of Vaughan’s Economic Development department is committed to creating an environment where all entrepreneurs and businesses can thrive.
To strengthen support for Black entrepreneurs and business owners, the team is conducting a survey to better understand how City-led programs can be improved to help these businesses grow and succeed.

The survey will be available online until Thursday, Nov. 27. You will be given the option to skip some sections of the survey if you're not interested in completing them.
The survey will assess the effectiveness of current programs and supports for Black entrepreneurs and business owners in Vaughan and identify opportunities for new or improved programming to address any remaining challenges and unmet needs. It will also help the City better understand the composition, size and geographic location of Black-led businesses in Vaughan.
This initiative supports the Council-approved Addressing Anti-Black Racism Action Plan (PDF), which outlines the steps the City is taking to provide services that are accessible and inclusive of the communities it serves, and support diverse Black entrepreneurs and Black-owned businesses, among others.
This survey was developed using national research on the experiences and characteristics of Black entrepreneurs and business owners across Canada. To ensure local relevance, Vaughan’s Economic Development team also consulted the City’s Anti-Black Racism Committee on Sept. 22, 2025, to gather further insights from community members who are actively engaged in supporting Black business success and inclusion.
