Yonge-Steeles Corridor Collector Roads Environmental Assessment Study

The Yonge-Steeles corridor is evolving. As part of its growth, the City of Vaughan has undertaken a Municipal Class Environmental Assessment (MCEA) study to complete the planning and preliminary design for the extensions of Royal Palm Drive, from Hilda Avenue to Yonge Street, and Powell Road, from Crestwood Road to Steeles Avenue West, as recommended in the Yonge-Steeles Corridor Secondary Plan.

This study was undertaken in accordance with the planning and design process for Schedule C projects, as outlined in the Municipal Engineers Association’s MCEA document (2024), which is approved under the Ontario Environmental Assessment Act. The Yonge-Steeles Corridor Secondary Plan generally addressed Phases 1 and 2 of the MCEA process. This study addresses Phases 3 and 4, including identifying and evaluating alternative design concepts and identifying a preferred design.

Notice of Study Completion

The study process, including the need and justification, identification and evaluation of alternative design concepts, preferred design, potential environmental impacts and proposed mitigation measures, and public consultation, have been documented within an Environmental Study Report. The Report is available for public comment for 30 days between April 24, 2026 and May 25, 2026.
