About the study
The City of Vaughan is committed to keeping you moving – whether it be by foot, car, bus or train! The City is undertaking the Block 27 Transit Hub Special Study to determine how a potential GO Stationcould fit and function in the area at Keele Street and Kirby Road – and you can get involved.
Through the Block 27 Transit Hub Special Study, the City is examining how a potential future GO Station could be integrated into the community, including its location, design, amenities such as parking and connections to the surrounding street network.

Study area
The Study Area for the Transit Hub Special Study is located within the north-eastern corner of Block 27, at the intersection of Keele Street and Kirby Road, as shown on the map below. The Study Area for the Secondary Plan Review and Update is the entire Block 27 area.
Review and Update to the Block 27 Secondary Plan
On October 28, 2025, Vaughan Council adopted the Vaughan Official Plan 2025 (VOP 2025), Volume 1, and forwarded the Plan to the Minister of Municipal Affairs and Housing for approval. As identified in the staff report provided by City staff to Committee of the Whole (1) on September 30, 2025, only the VMC Secondary Plan and the Weston and 7 Secondary Plan from Volume 2 of the Vaughan Official Plan, were updated. The remaining Secondary Plans within Volume 2, including the Block 27 Secondary Plan, are required to be updated to demonstrate conformity with the recently updated Provincial Planning Statement, 2024 and the newly Council-adopted VOP 2025, Volume 1.
Policy Planning and Special Programs (PPSP) staff are in the process of commencing a conformity review exercise to update the Block 27 Secondary Plan. A Technical Advisory Committee made up of internal staff and external agencies in addition to the Block 27 landowners will be consulted to review and discuss existing policies of the Secondary Plan. The resulting updated draft Secondary Plan will be presented to the public for feedback alongside the preferred scenario that is concurrently being developed for the Block 27 Transit Hub Special Study area at a statutory Public Meeting planned for Q4 of 2026.
