Rules

• Garbage must not be placed at the curb before 6 p.m. on the evening prior to your scheduled collection.
• Any waste and/or containers must be removed from the curb by 8 p.m. on your scheduled collection day.
• The collection of appliances must be arranged by appointment only and cannot be placed at the curb until the scheduled pick-up day. When placing appliances at the curb, ensure that all doors are removed.

Enforcement

• An enforcement officer who finds a violation of this by-law may issue a “Notice to Comply” letter to the owner of the property.
• If the owner does not comply, fines can be issued for up to $20,000 for the first offence and up to $50,000 for a subsequent offence.
• If a corporation owning the property does not comply, fines can be issued for up to $50,000 for the first offence and up to $100,000 for a subsequent offence.

Dumping

About the by-law

Dumping is not permitted in the city and is enforced under the Littering and Dumping By-law 103-2020 (PDF), as amended. Illegally dumping waste can have a negative impact on the health, safety and well-being of the community and the environment. The by-law applies to all property throughout the city, including public property.

Rules

It is an offence to:

• dump or allow dumping to take place on any property (private or public).
• allow engine or transmission fluid, petroleum products, fluids or any similar materials to leak onto any property (private or public).
• deliver any newspaper, magazine, flyer, leaflet or similar material if a property owner has provided explicit direction not to do so.

Everyone has a responsibility to help keep Vaughan clean. Citizens can help by:

• keeping their property free of waste.
• ensuring the grass on their property or the boulevard directly adjacent to their property does not exceed 20 centimeters (7.9 inches) high.
• ensuring snow and ice removed from their property is not shovelled onto the street.

Enforcement

Individuals found dumping are subject to a maximum fine of $50,000 per offence.

Reporting an offence

• In order to submit a formal complaint, there must be a witness to the offence.

• Witnesses are required to provide a "Witness Statement" in order for City enforcement officers to lay charges and the witness will be required to testify in Provincial Court.

The witness must be able to provide:

• a description of the offender (gender, ethnicity, height, weight, facial features, hair colour, etc.) and be able to identify the individual in court.
• the make, model, colour and licence plate of the vehicle.
• the location of the offence (as much detail as possible).
• a detailed account of the actions taken by the offender.
• a description of the item(s) dumped (pictures would be beneficial).
• a detailed account of any conversation(s) with the offender.
