Behaviour Management Procedure

The City of Vaughan is committed to providing recreation programs that are safe, inclusive and respectful for everyone.

Our approach

The City uses a progressive, support-based approach that considers both the level of behaviour and the appropriate response, while working in partnership with families. We focus on prevention, support and fairness by:

  • encouraging positive behaviour and respect for others.
  • supporting participants who may need additional help.
  • responding to behaviour concerns in a consistent and transparent way.
  • balancing individual needs with the safety of the staff and other participants.
Answer

Examples

  • Disruptive behaviour
  • Difficulty following instructions
  • Behaviour linked to frustration, anxiety, or environment
     

How we respond

  • Provide reminders and redirection
  • Adjust the environment or activity
  • Offer additional supports (e.g., quiet space, staff assistance)
  • Monitor and document as needed
     

Goal

Resolve concerns early and support positive participation
 

Answer

Examples

  • Repeated disruptive behaviour
  • Verbal aggression or inappropriate language
  • Minor physical actions (no serious harm or injury)
     

How we respond

  • Involve the Inclusion team
  • Hold a case conference with family and staff
  • Develop an Individualized Behaviour Support Plan
  • Review supervisory support levels

 

Goal

Work collaboratively with the families to support safe participation
 

Answer

Examples

  • Physical aggression causing harm or risk of harm
  • Serious safety concerns
  • Harassment, threats, or significant disruption

 

How we respond

  • In rare cases, if behaviour poses a risk to safety:
  • Immediate action to ensure safety
  • Temporary suspension may occur
  • Removal from program may be considered (case-by-case)
  • Families are informed and participate in all decisions

 

Goal

Ensure the safety and well-being of all participants and staff.
 

Parent/guardian responsibilities

Parents/guardians are expected to:

  • Share relevant information about their child’s needs, behaviours, or triggers during registration by completing the Participant with Disability Form (PDF)
  • Ensure contact information is accurate
  • Reinforce positive behaviour expectations with their child
  • Work collaboratively with staff and the Inclusion team when concerns arise
  • Attend meetings (e.g. case conferences) when required
  • Follow agreed-upon support strategies and program expectations
  • Review and sign required acknowledgement form related to behaviour expectations and supports

  • Providing reasonable accommodations
  • Working with families to support participation
  • Adapting programs where possible
