On March 19, 2020, all residential and commercial water meter replacement appointments were cancelled or rescheduled as a precautionary measure in response to the COVID-19 pandemic. As of May 19, 2020, commercial replacements have resumed for businesses that have reopened. On June 2, 2020, residential replacements will resume, as the City continues to focus on supporting and serving citizens and businesses safely.

Water meter replacements during COVID-19

The property owner will be contacted in advance of the appointment to confirm availability and service date information. If the property owner is not comfortable with service being done inside the unit, there is an option to cancel or reschedule the appointment at any time. 
 
On the day of the appointment, before entering the property, the installer will contact the property owner to complete a short pre-screening questionnaire based on Public Health Ontario’s COVID-19 guidelines. If the responses are acceptable, the contractor will communicate all physical distancing requirements and the appointment will proceed.

After granted permission by the property owner, the installer will enter the property and will only touch the main water shutoff (inside) and existing water meter. The installer will replace the water meter with the new one and will take away the old water meter. This procedure will take less than 10 minutes to complete. Installers will then check to confirm the water meter’s remote is working properly and a meter reading can be read from outside the property.

All installers will wear face masks, use hand sanitizer and disinfect any tools used between every replacement appointment.

Water Meter Replacement Program

The City of Vaughan is undergoing a Water Meter Replacement Program to change old analogue water meters to new digital ones. This project is the first phase of a larger meter infrastructure replacement program which will change out more than 80,000 water meters across the city.  
 
The new water meter allows for easier, real-time reading and can detect minor leaks by displaying a plus sign (+). Overall, the improved water meter will help provide more effective and accurate water meter readings.  
 
The water meters will be installed in different "zones" across the city. All eligible properties would have received a City of Vaughan Water Meter Replacement Program Brochure (PDF) and a First Notice Letter. Once a property owner has received the brochure and letter, it is recommended to make an appointment within five business days for replacement. Access to the premises and ownership of the water meter is in accordance with section four of the City’s Water By-law 177-2016 (PDF).

Frequently asked questions

I received a notice from Wamco to replace my water meter. Is the City of Vaughan replacing old meters?
Yes. The water meter replacements will be made to old meters that cannot be calibrated in the field. The City has contracted Wamco to complete the work.
 
Do I have to participate in the water meter replacement program?
Yes. Each property in the city of Vaughan that currently receives water from the municipal drinking water system must allow Wamco to replace the old water meter. 

 
Why did I receive a notice and my neighbor did not receive anything?
The City is only replacing water meters that are older than 10 years. Your neighbor might have had their water meter already replaced due to a service and/or maintenance call.

Do I have to be home to have the water meter replaced?
Yes. The water meter is located inside your home and usually found in the basement. The installer will need to have direct access to the meter so that it can be replaced.
 
Are there any charges or fees that I will incur for the replacement of my water meter?
No. There is no cost to the property owner for the water meter replacement.
 
Can I replace the water meter myself?
No. The City of Vaughan has approved Wamco as the contractor to supply and install the water meters.
 
What is required to prepare for the appointment?
Provide a clear and unobstructed access to the water meter. Any boxes or stored items must be cleared prior to your appointment. A responsible adult (18 years old or older) must be at the residence for the full duration of the water meter replacement appointment.
 
My basement is finished, and my water meter is hidden, how will Wamco replace my meter?
It is the homeowner’s responsibility to make any necessary repairs for Wamco to have access and replace the water meter. As stated in the Water By-Law 177-2016 (PDF), all water meters must be immediately accessible for repairs, maintenance, replacements and readings.
 
Will my water bill increase after replacing my water meter?
The water meter accurately records your water consumption. If your old water meter was under registering the amount of water used, you might see an increase in your consumption. Otherwise your consumption should be normal.
 
How long will my appointment take to replace the meter?
The appointment will take approximately 30 to 60 minutes to complete.
 
How do I book an appointment?
Appointments can be booked online or by calling toll free at 1-833-926-2626. The appointments can be scheduled Monday to Friday from 8 a.m. to 8 p.m. Please have your notice letter with you when booking an appointment.
 
What if I am unable to schedule an appointment during the day?

amco will make every effort to accommodate your schedule. Appointment times are scheduled from Monday to Friday from 8 a.m. to 8 p.m.
