Why is the City of Vaughan reviewing its policy for registered ratepayer groups/community associations?

At a Council Meeting on Sept. 27, 2018, Council adopted a resolution to have the Registered Ratepayer Group or Community Association Policy (PDF) comprehensively reviewed. To ensure the City of Vaughan clearly understands and responds to the needs of the community and the ratepayer groups/community associations, the City will undertake a best practices review as well as a stakeholder engagement program that will provide avenues for open dialogue, sharing of information and feedback.
 
Why is this policy review important?
The City of Vaughan values the voice of its citizens. City-building is a collective effort and is a priority in the 2018-2022 Term of Council Service Excellence Strategic Plan. Reviewing the policy and engaging with residents and drawing from their neighbourhood wisdom will help the City craft a potentially updated policy.
 
How can I provide feedback during this review process?
There will be several opportunities offered to provide feedback:
  • Project website: Information and updates will be posted to vaughan.ca/ratepayer
  • Online survey: This three- to seven-minute survey seeks to understand the public’s awareness of the policy and obtain perspectives on its various elements — including the registration process and requirements, and some of the benefits that come with being a registered association, among other things.
    The online survey closes Wednesday, Sept. 25.
  • Stakeholder roundtable: Current registered ratepayer group and community association executive members will be invited to attend a 90-minute stakeholder roundtable to discuss the background review, including recommendations and opportunities.
  • Public forum: A two-hour public forum will be hosted on Thursday, Oct. 10 from 7 p.m. to 9 p.m. at Vaughan City Hall (Multi-Purpose Room) to present some of the key themes from the online survey and offer an opportunity for participants to discuss questions designed to further explore these themes. This interactive session will include a brief presentation with small group activities and a plenary discussion.

What will happen with all the feedback collected?
The feedback received through the public engagement process will be summarized in a staff report and presented to Council at a Committee of the Whole Meeting in Q1 of 2020 to help inform Council's decision on next steps.
 
What is the difference between registered and non-registered ratepayer or community associations? 
Registered associations appear in the City of Vaughan Registry of Community and Ratepayer Associations. A copy of the registry may be obtained by contacting clerks@vaughan.ca. Associations can operate even if they are not registered with the City. Non-registered associations can be actively involved in community issues and are entitled to appear as deputants at standing committees of Council and/or submit written comments on behalf of the residents represented.
 
How often do registered ratepayer groups/community associations have to register?
All registered ratepayer groups/community associations must register on an annual basis and, at that time, must provide any changes in Executive Officers.
 
Can a ratepayer/community association establish a registered association within the boundaries of an existing registered association?
Section eight of the City of Vaughan Registered Ratepayer/Community Associations Policy states, “the City will not recognize groups wishing to form a new registered association within the boundaries of an existing association that is in good standing.” However, non-registered associations can still operate without a registration.
