The Vaughan Metropolitan Centre (VMC), Vaughan’s downtown, is bounded by Highway 407 to the south, Highway 400 to the west, Portage Parkway to the north and Creditstone and Maplecrete roads to the east. 

The area is growing quickly, and while the current secondary plan provides a strong foundation that helps plan for growth and use of the downtown an update is needed to  reflect new provincial and regional policies and confirm that the existing planning framework is still relevant. 

The secondary plan update will also consider a boundary expansion to potentially include additional lands in the area, as well as review the current height and density permissions and land-use plan.  Ultimately, this update will result in a revised secondary plan that supports the City’s downtown as a complete community to 2051 and beyond. 

A number of supporting studies, led by separate consulting teams, are taking place at the same time and will inform the VMC Secondary Plan review, including:  

• Vaughan Official Plan Review
• VMC Parks and Wayfinding Master Plan
• VMC Transportation Master Plan Update 
• Integrated Urban Water Plan

Updates to the VMC Secondary Plan policy framework will continue to recognize the VMC as the City’s priority intensification area and downtown, while ensuring the area continues to develop as a complete community and support the City’s strategic priorities as outlined in the 2018-2022 Term of Council Service Excellence Strategic Plan.
