Association of Canadian Municipalities 2021 AMO Conference (Aug. 16 to 18)
 
Key Highlights
 
  • Hon. Doug Ford, Premier of Ontario – Keynote Speech 
    • Thanked municipal and regional governments for their partnership during the COVID-19 pandemic and with vaccine administration, specifically. He highlighted investments in long-term care, health care and safe schools. He also reviewed commitments the Government has made regarding infrastructure, including the Government's plan to connect all Ontarians to high-speed internet and broadband.    
  • Hon. Steve Clark Minister of Municipal Affairs and Housing – Keynote Speech
    • Announced that Ontario plans to invest nearly $1.1 billion to enhance the Province's housing programs and support homeless populations in 2022-23. In addition, he announced additional funding under the Social Services Relief Fund 
    • Ontario is providing more than $57 million to launch a third intake of the Municipal Modernization Program and Audit and Accountability Fund, building on the previous success of these programs.  
  • Opposition leaders had the opportunity to address the delegates. Andrea Horwath, Leader of the NDP, said she would offer municipalities a "new deal" and spoke of her commitment to transparency and partnership. Mike Schreiner, the Ontario Green Party leader, called for a "green and caring recovery," including a commitment to funding 50 per cent of all shelter and community housing costs and 50 per cent of transit operating costs. Steven Del Duca, Leader of the Ontario Liberal Party, spoke about the need to redesign the provincial-municipal fiscal relationship, committing to an urgent review with everything on the table, including a municipal HST share.   
  • AMO is calling on the Province to implement a province-wide, practical vaccination certification program for those fully vaccinated to protect children under the age of 12 and Ontario's health care resources and support the safe, timely and stable reopening of public institutions, facilities and businesses. 
  • At this year's AMO conference, Ontario renewed its Memorandum of Understanding (MOU) with AMO, marking the 20th anniversary of the MOU, which provides the foundation for collaboration between the Province and municipalities.
