Get Involved with the Bass Pro Mills Drive Extension

The City welcomes input from residents and businesses and is committed to engaging with citizens and stakeholders in a meaningful and transparent way on issues and matters that impact them.

The City of Vaughan has undertaken the Municipal Class Environmental Assessment study to further assess the need to extend Bass Pro Mills Drive, from Highway 400 to Weston Road, as recommended in the Vaughan Mills Centre Secondary Plan (2014).

These recommendations were made to:

  • provide a new east-west multi-modal connection between Highway 400 and Weston Road;

  • help alleviate traffic congestion on the adjacent road network;

  • support future growth and development within the plan area;

  • create new multi-modal transportation connections; and,

  • develop a safe and comfortable environment for active transportation users.

Based on the findings of this Class EA study, the Preferred Design consists of the relatively straight extension of Bass Pro Mills Drive, from Highway 400 to Weston Road, and a new, 30 m road right-of-way that accommodates, four lanes of vehicular traffic (two lanes in each direction), a separated sidewalk and cycling path, and boulevard on both sides of the roadway, including intermittent drainage retention, streetlighting and streetscaping features. The existing Highway 400 bridge will be modified.

An Environmental Study Report (ESR) was prepared to document the study process, consultation efforts and recommended plan. The Notice of Completion placed the ESR on public record for review for 30 days between August 18, 2022 and September 19, 2022. No Section 16 order was received. The ESR can be downloaded on the Project Updates page.

Following the 30-day review period, further correspondence with the Ministry of Transportation Ontario (MTO) took place resulting in modifications to the recommended plan for the Highway 400 bridge crossing only. The Project Updates page has been updated with the revised ESR, revised Agency Correspondence (Appendix O.4) and revised Preliminary Design (Appendix L) as of March, 2023.

This Class EA study was completed in accordance with the planning and design process for Schedule ‘C’ projects, as outlined in the Municipal Engineers Association (MEA) Municipal Class EA guidelines (October 2000, amended 2007, 2011 and 2015), which is approved under the Ontario Environmental Assessment Act. Personal information is collected under the authority of the Municipal Act, 2001 and will be used for the purpose of administering the Bass Pro Mills Environmental Assessment Study (between Highway 400 and Weston Road).  Questions about this collection can be directed to the Manager, Transportation Planning and Engineering, City of Vaughan, 2141 Major Mackenzie Drive, Vaughan, ON L6A 1T1, 905-832-2281 ext. 8674.
