City of Vaughan, Community Service Organizations (C.S.O.)

Community Service Organizations (C.S.O.) shall be non-profit and volunteer based. Groups must have a membership open to all City of Vaughan residents and may not exclude participation on the grounds of race, religious or political affiliation. Groups must have 75% (minor sports groups 90%) of its membership residing in Vaughan. In the case of homeowners associations, membership must be open to all residents within their defined geographic area. The services provided by the group should reflect neighbourhood and/or city-wide needs and be operated by volunteers.
